Beware of Fraudsters Posing as URSB Officials, scamming youth: Protect Your Business Data.

Uganda’s growing entrepreneurial ecosystem has enabled thousands of young people to register businesses through the Online Business Registration System managed by the Uganda Registration Services Bureau (URSB).The common cheating done by some URSB like so called staff members, for example AWERE BYLON who calls himself a URSB staff conning youth to register their business and remaining with their officials accounts like emails, contacts, their forms.

Several youth have written to URSB officials to protect data for business owners because such characters. Quotes the registration data laws, and penalties and what the public can do to such people. However, security experts and business owners have repeatedly warned about fraudsters who allegedly pose as URSB officials or registration agents, collect business registration information, and retain control of official company emails, telephone contacts, passwords, and registration documents.

Such practices expose entrepreneurs to identity theft, business hijacking, and unauthorized access to sensitive company information. URSB is the legally mandated institution responsible for business registration and intellectual property services in Uganda.

Uganda’s Data Protection and Privacy Act, 2019 prohibits the unlawful collection, disclosure, sale, alteration, or misuse of personal data. The law provides that any person who unlawfully obtains, discloses, or sells personal data commits an offence and may face a fine, imprisonment of up to ten years, or both upon conviction.

Furthermore, the Computer Misuse Act criminalizes unauthorized access to another person’s data, email accounts, passwords, and information systems, attracting severe penalties, including imprisonment.Several reports have highlighted concerns about fraud and weaknesses surrounding registration systems. In 2026, auditors warned that fraudulent filings and forged signatures could undermine confidence in digital registration systems.

Previous media reports also documented corruption-related investigations involving officials in registration services. Additionally, public discussions among entrepreneurs have frequently warned business owners against unverified intermediaries and urged direct engagement with official registration channels.

The public is advised to register businesses directly through official URSB channels, retain control of company email accounts and passwords, verify the identity of any person claiming to represent URSB, and report suspected fraud to URSB, the Uganda Police Force, and the Personal Data Protection Office. Protecting business data is essential for safeguarding ownership, reputation, and future.
